The figure comes from Spyropoulos et al., Urology, 2002, which measured 52 men. Method: measured by one examiner.
This study didn't record a bone-pressed measurement, so it reads roughly a centimetre lower than a bone-pressed study of the same men would. Compare this row against a bone-pressed one and part of what you're seeing is the ruler.
With 52 men measured, this is one of the smaller samples in the game and the figure should be read as noisier than the rows resting on thousands.
