The figure comes from Mehraban et al., 2007, which measured 1,500 men. Method: measured by clinician.
This study didn't record a bone-pressed measurement, so it reads roughly a centimetre lower than a bone-pressed study of the same men would. Compare this row against a bone-pressed one and part of what you're seeing is the ruler.
A sample of 1,500 men puts this in the mid-range of the studies used here.
