The figure comes from Pereira, 2004, which measured 498 men. Method: bone-pressed, measured.
Note the method. This study pressed the ruler into the pubic bone, which captures the buried portion of the shaft and records roughly a centimetre more than a study resting the ruler on the skin, on the same man. A good part of the distance between this row and the lower-ranked ones comes from that decision rather than from the populations.
A sample of 498 men puts this in the mid-range of the studies used here.
