The figure comes from Gabrich et al., J Pediatr (Rio J), 2007, which measured 84 men. Method: bone-pressed, measured.

Note the method. This study pressed the ruler into the pubic bone, which captures the buried portion of the shaft and records roughly a centimetre more than a study resting the ruler on the skin, on the same man. A good part of the distance between this row and the lower-ranked ones comes from that decision rather than from the populations.

With 84 men measured, this is one of the smaller samples in the game and the figure should be read as noisier than the rows resting on thousands.

Both of those comparisons are against a list of two dozen countries chosen by which studies exist, not by any sampling of the world. Treat the rank as a fact about this dataset rather than a fact about the planet.
